While courts have previously determined that Skid Row is the only area where homeless may legally camp, LAPD has been allowing camping by anyone in many areas, including across the street from Little Tokyo Lofts and a block away from the Higgins Building. The lack of enforcement has encouraged a growth of up to ten times as many homeless and other campers. Home buyers and investors purchased properties in Downtown Los Angeles with expectations of the city center improving, but the opposite has happened. Many parts of Downtown have turned into tent cities with dozens of tents blocking sidewalks and interfering with pedestrian flow to local businesses.
Unlike DTLA, Pasadena has been going the right direction. Homelessness dropped 20% in Pasadena thanks to increased funding and robust law enforcement. The area has its share of homeless, but they are provided a more balanced combination of helpful services and policing. This results in a better tax base, lower overall crime, and better business in the Pasadena area. It’s no wonder that several Loft Blog readers have recently reported moving from Downtown L.A. to Pasadena.
